 北朝鮮の金正恩労働党委員長の訪中に関しての最重要の言葉は「非核化(denuclearization)」でした。私たちはこの「非核化」という言葉を聞いて、「北朝鮮が核兵器を放棄することだな」と考えますが、ここで気をつけねばならないことがあります。それは、金正恩が「朝鮮半島の非核化(denuclearization on Korean Peninsula)」という言葉を使ったことです。

 

 現在、朝鮮半島は北朝鮮(朝鮮民主主義人民共和国)と韓国(大韓民国)に分かれています。韓国は核兵器を保有していません。韓国駐留アメリカ軍は冷戦期、核兵器を配備していましたが(アメリカ政府は核兵器配備を公式に肯定も否定もしなかった)、1991年に当時のジョージ・H・ブッシュ大統領が核兵器を引き上げたことで、韓国国内には核兵器は存在しません。2017年になってアメリカ政府は韓国国内の駐留米軍基地に核兵器を再配備することを検討しましたが、実現には至っていないようです。

 

 ですから、韓国にはないのだから、「朝鮮半島の非核化」ということは、北朝鮮国内の核兵器の廃棄ということになります。しかし、金正恩が述べている「朝鮮半島の非核化」は、アメリカが核の傘で韓国を守ること、駐留米軍を撤退させることも含まれた概念ということになります。金正恩は「故金日成国家主席と故金正日総書記の遺志に従って朝鮮半島の非核化に努力する」と述べました。「祖父の代から準備して、親父の代に加速して、自分で核兵器を作っておいて非核化とはおこがましい、何を言っているんだ」と私は思いました。

 

 しかし、金一族の考えからすれば、韓国が先に「核武装化化(アメリカ軍が核兵器を配備しアメリカの核の傘に入った)」して現在もその状態は続いている、私たちは後発で自力で核兵器を保有するに至った、だから、朝鮮半島の非核化というのは、北朝鮮が核兵器を廃棄することと、アメリカ軍が撤退することなのだ、ということになります。

 

 アメリカは、北朝鮮の核兵器に関して、前提条件なしで完全な廃棄を求めています。経済援助といったものも認めないでしょう。米朝首脳会談が実現して、金正恩がドナルド・トランプ大統領に対して、こんな廻りくどい「朝鮮半島の非核化」の話をしても、「うるさい、お前は核兵器を捨てるのか、捨てないのかどっちだ」と一喝されて終わりになるかもしれません。

 

 しかし、トランプ大統領は「韓国駐留米軍はアメリカにとって負担になっている」とも述べました(2018年3月31日付読売新聞 http://www.yomiuri.co.jp/world/20180330-OYT1T50081.html?from=ytop_main3)。北朝鮮が核兵器を完全に放棄し、それを中国が担保し、中国がきちんと北朝鮮を管理できるならば、在韓米軍の撤退ということもあり得ます。

 

 北朝鮮国内では金正恩が「朝鮮半島の非核化」について語ったという報道話されていないということです。北朝鮮が核兵器を放棄し、アメリカが韓国から撤退ということが実現された場合、北朝鮮国内で故金日成国家主席以来の念願を孫である金正恩委員長が実現させたというような報道がなされて、金正恩支配の正統性を増すような動きが活発になるでしょう。

 

 かなり飛躍した推測になりますが、トランプ大統領の在韓米軍に関する発言は、中国政府や習近平からのかなり詳しい報告とそれに関する分析がなされての発言ではないかと思います。これについて2つの解釈が成り立つと私は考えます。一つは金正恩の朝鮮半島の非核化について、中国に責任を分担させることを条件にして受け入れ、これを機会に在韓米軍を撤退させようとしている、というものです。もう一つは、金正恩の朝鮮半島の非核化という考えを受け入れた姿勢を見せながら、実際の米朝首脳会談で、「韓国には核兵器は1発もないのだから、朝鮮半島の非核化というのは北朝鮮の核兵器廃棄しかありえない、その他のごちゃごちゃした解釈は認めない」と肘鉄を食らわせて、屈服させる、もし屈服しないなら、約束違反、朝鮮半島の非核化に努力していないのは北朝鮮だとして攻撃する理由とする、というものです。

 

 4月末に南北首脳会談もありますが、この時まで北朝鮮、中国、ロシア、アメリカ、韓国がどのように動いていくかを注視する必要があります。日本は残念ながら主要な登場人物とはなれません。お金が必要な時に呼ばれるだろうとは思いますが。

・現在の北朝鮮をめぐる外交は伝言ゲーム(game of telephone)をしているかのようだ。

・韓国大統領特使が平壌で金正恩と夕食を共にし、その後ワシントンDCに向かった。韓国大統領特使は金正恩の「非核化」に関する交渉を行いたいという希望をアメリカに伝えた。トランプ大統領は今年の春に金正恩と会談を持つことに同意した。これを受けて金正恩は今週になって列車で北京に向かい、中国の習近平国家主席と会談を持った。習近平はトランプに金正恩訪中の最新情報を伝えた。トランプ大統領はツイートで、「中朝首脳会談はうまくいき、金正恩は私との会談を楽しみにしていると聞いた」と述べた。

 

・北朝鮮自体は沈黙を守っていた。

・朝鮮中央通信は金正恩の訪中と韓国との対話などは伝えたが、北朝鮮の非核化への努力については報じなかった。

 

・金正恩の非核化の約束は二次的な手段で伝えられた。中国国営新華社通信が報じたものしかない。新華社通信は金正恩の2つの発言を引用している。

・一つ目は核兵器プログラムについての金正恩の立場は父親と祖父の遺志に沿ったものだという発言。

・二つ目は朝鮮半島の非核化の問題は、韓国とアメリカが善意を持って北朝鮮の努力に応えること、平和を実現するための進歩的で同僚的な方法を採る間は平和と安定の雰囲気を作ることで、朝鮮半島の非核化の問題は解決可能となる、という発言。

 

CIAの元朝鮮半島担当分析官でCSIS上級研究員スー・ミ・テリーの分析は次の通り。

・金正恩が北朝鮮から核兵器を除去すると発言せず、「朝鮮半島の非核化」という言葉を使ったことが重要だ。「朝鮮半島の非核化」という枠組み提示は金政権にとっては「新しいものではない」。

・北朝鮮はこれまで安全保障のために、朝鮮戦争を完全終結させるための平和条約締結、韓国からの米軍の撤退、米韓軍事同盟の終結(アメリカの核の傘による韓国の防衛の終結)を求めてきた。

・韓国が核兵器を保有していないのに朝鮮半島の非核化という話になるのはこのためだ。

 

・北京訪問中、金正恩は安全保障に関する保証について言及しなかった。テリーはこの点について北朝鮮からの更なる報道を待ちたいとしている。

・北朝鮮は核兵器プログラム廃棄と引き換えでアメリカが韓国を見捨てること(アメリカ軍の撤退)以上のことは求めていない。

 

・韓国とアメリカからの譲歩があれば、韓国とアメリカから「善意、好意」を示すこと、「平和の雰囲気」を作り出すこと、「同調的な方法」を取ることでのみ非核化が進むと金正恩は述べたとテリーは分析している。

・韓国とアメリカからの譲歩とはトランプ政権が北朝鮮に科した国際的な経済制裁の緩和である。

 

・「たくさんのことが話されたが“明確”になったことは何もない」とテリーは述べた。

・北朝鮮は核兵器プログラムを放棄する用意があるとはなっていない。北朝鮮はいつでも撤退できるように保険を掛けた言葉遣いをしている。

・北朝鮮は核実験とミサイル実験を停止しアメリカと核兵器に関して直接交渉するという戦術に変更した。

・アメリカの経済面での圧力と軍事力の脅威によって金正恩が「動揺」し、「時間を稼ぐ」ために緊急的な動きを見せた。しかし、これらが戦略上の大転換であることを示す兆候はない。

 

・トランプは何かを話すときでも彼が本当に考えていることは明確にしない。

・トランプはアメリカ本土に直接届く長距離ミサイルに核弾頭を乗せて飛ばす能力を北朝鮮が持つことを明確に拒絶している。

・マイク・ポンぺオ(次期国務長官)を含むトランプ大統領の補佐官たちはより強硬な路線を主張している。それはこれまである国一国(南アフリカ)だけが成し遂げたことだ。それは、開発した核兵器を「完全に、証明付きで、再開できないような形」で放棄するということだ。

 

・トランプが大統領国家安全保障問題担当補佐官に指名するほんの数日前、ジョン・ボルトンは、「金正恩が核兵器プログラムを放棄し、それをアメリカに確約するという、2004年のリビアの行ったことをやらなければ、トランプは交渉をすぐに打ち切り、北朝鮮の核兵器が世界に脅威を与える前に核兵器プログラムを消滅させるために軍事力行使を真剣に考えるべきだ」と述べた。

・予備的な力を残したままの北朝鮮を信用できないとボルトンは述べた。

 

・金正恩が訪中で語った言葉が示しているのは、北朝鮮とアメリカとの間で、「非核化」という言葉についての定義がかけ離れているということだ。

What Does 'Denuclearization' Mean to Kim Jong Un?

A close reading of what the Korean leader reportedly told Xi Jinping in Beijing

One of the oddest things about the current flurry of diplomacy with North Korea is that it has played out like a game of telephone: South Korean officials dined with Kim Jong Un in Pyongyang and then flew to Washington, D.C., bearing a message that Kim was willing to discuss “denuclearization,” which inspired Donald Trump to agree to an unprecedented summit this spring with the North Korean leader, which motivated the North Korean leader to hop on a train to Beijing this week, which prompted Chinese President Xi Jinping to update Trump on how the visit went, which led the American president to tweet this morning that he’d heard the meeting “went very well and that KIM looks forward to his meeting with me.”

 

Through it all, North Korea itself has remained conspicuously silent, at least in public. Hopes for a resolution to the North Korean nuclear crisis have thus largely been pinned on a stream of whispers. As of this writing, the North’s state-run Korean Central News Agency features news of Kim’s trip to China and dialogue with South Korea, of the issuing of tea-themed postage stamps, and the invention of a fancy new “automatic meteorological observation device,” but no mention of any North Korean commitments to denuclearization.

 

Kim’s promises this week were conveyed second-hand through a report from China’s state-run news agency Xinhua, which includes two direct quotes from Kim Jong Un. In the first, he stated that his position on his nation’s nuclear-weapons program is in line with that of his father and grandfather: “It is our consistent stand to be committed to denuclearization on the peninsula, in accordance with the will of late President Kim Il Sung and late General Secretary Kim Jong Il.” In the second, he declared that the “issue of denuclearization of the Korean peninsula can be resolved, if South Korea and the United States respond to our efforts with goodwill, create an atmosphere of peace and stability while taking progressive and synchronous measures for the realization of peace.”

 

For a guided reading of Kim’s rare public remarks, I turned to Sue Mi Terry, a former Korea analyst at the CIA who is now a senior fellow at the Center for Strategic and International Studies. She said it’s significant that Kim spoke not of removing nuclear weapons from North Korea, but rather of the “denuclearization of the Korean peninsula,” as a whole. That formulation by the Kim government is “not new,” Terry told me, and has been accompanied in the past with demands for measures to preserve the regime’s security such as the signing of a peace treaty to finally end the Korean War, the withdrawal of U.S. troops from South Korea, and the end of the U.S.-South Korean military alliance, which in turn would terminate the protection the United States extends to South Korea through its nuclear weapons. Hence, talk of a nuclear-free peninsula despite the fact South Korea doesn’t have nuclear weapons. (In this respect, Kim was right to assert that he was simply echoing the policies of his father, who was also quoted by Chinese media as committing to the denuclearization of the peninsula even as he persisted in developing the nation’s nuclear-weapons arsenal.)

 

While it’s notable that Kim didn’t specifically reference security guarantees during his trip to Beijing, Terry said she’d need to see more statements from North Korea, and not just a one-off quote filtered through the censored Chinese press, to conclude that the North is now willing to trade away its nuclear program for anything less than the United States abandoning South Korea.

 

Terry interpreted Kim’s call for South Korea and the United States to exhibit “goodwill,” establish an “atmosphere of peace,” and take “synchronous measures” as a suggestion that he would only move towards denuclearization in response to concessions from both South Korea and the United States—specifically, relief from the severe international sanctions that the Trump administration has imposed on North Korea. 

 

 There’s a lot there” and none of it is particularly “revelatory,” Terry said. It’s not “North Korea is willing to give up its nuclear-weapons program.” Instead, it’s hedged language that the North can always retreat from. North Korea has shifted tactics in pausing its nuclear and missile testing and agreeing to direct nuclear talks with the United States, perhaps because U.S. economic pressure and threats of military force “spooked” Kim and made him scramble to “buy time,” Terry explained. But there aren’t strong signs yet of a strategic shift.

 

Trump also hasn’t clarified what he has in mind when he speaks, as he did on Wednesday, of “peace and the denuclearization of the Korean peninsula.” So far, he has focused on denying North Korea the capability of placing nuclear warheads on long-range missiles that can reach the United States. But his advisers, including Mike Pompeo, the man slated to become his next secretary of state, have staked out an even harder line, insisting that North Korea do what only one other country in history has done before: give up nuclear weapons it developed in a manner that is “complete, verifiable, and irreversible.”

 

Just days before being named Trump’s new national-security adviser, John Bolton said that if Kim Jong Un isn’t willing to relinquish his entire nuclear program and ship it off to the United States, the way Libya did with its far less advanced program in 2004, Trump should immediately end the negotiations and seriously consider using military force to eliminate North Korea’s nuclear weapons before they can threaten the world. He argued that the United States should not provide economic assistance, which North Korea has pocketed for decades without ceasing its nuclear activities, and certainly not sign a peace treaty with Kim. (Trump has at times seemed more willing to withdraw U.S. military support to South Korea.) The North Koreans are “lucky to have a meeting with the president of the United States,” he said. “Are we content with a resolution of this crisis that leaves North Korea with the technology to have nuclear weapons?” Bolton asked Larry Kudlow, Trump’s incoming director of the National Economic Council, during a radio interview in August. “I wouldn’t trust the North Koreans with a spare electron.”

 

There would, of course, be nothing to negotiate if negotiations began with the parties in perfect agreement about what they wanted out of the talks. But what Kim Jong Un’s comments in China this week indicated is just how far apart North Korea and the United States are on the definition of one hugely consequential word: “denuclearization.”

 今回はアメリカの『ジ・アトランティック』という雑誌に掲載された金正恩朝鮮労働党委員長の訪中に関する分析記事の内容を抜粋してご紹介します。

 

 北朝鮮の指導者金正恩朝鮮労働党委員長は3月25日から28日にかけて、中国の北京を訪問しました。指導者になって初めての外国訪問となりました。中国の習近平国家主席の招待を受けての非公式訪問でしたが、最大級の歓迎ぶりでした。金正恩訪中についてはこのブログでも前回ご紹介しました。

 

 今回の金正恩訪中では、「朝鮮半島の非核化(denuclearization on Korean Peninsula)」という言葉がキーワードとなります。金正恩委員長は習近平国家主席に対して、祖父である金日成国家主席、父である金正日総書記の遺志を引き継いで、朝鮮半島の非核化に努力すると述べました。

 

 これは北朝鮮と韓国両国で核兵器は持たないということを意味する言葉です。韓国は核兵器を保有していませんが、韓国国内の米軍基地には1991年まで核兵器が配備されていましたが、ジョージ・WH・ブッシュ大統領(当時)が撤収を表明しました。昨年から韓国への核兵器配備を検討という動きがアメリカにあります。

 

 金正恩は核兵器を保有しているということを表明しつつ、韓国との関係改善を演出することに成功しました。そして、韓国を通じてアメリカに非核化について話し合いたいという希望を伝え、トランプ大統領も同意しました。

 

 金正恩としては非核化をできるだけ高く売りつけたい、少なくとも体制保障、あわよくば経済援助を引き出そうということを考えているでしょう。しかし、アメリカと約束をしても、リビアのカダフィ大佐のように、約束を反故にされて殺されてしまう危険性があります。

 

 そこで、関係を悪化させていた中国の後ろ盾が必要となります。金正恩は、中国とつながっていた叔父の張成沢を粛清し、中国が保護していた金正日の長男で、兄である金正男を殺害しました。このように中国に対して反抗的な態度を取ってきました。しかし、

 

 金日成が存命中、金正日が実務を継承した1982年に中国を訪問したことがありました。金正日は鄧小平を含む中国指導部と会談を持ち、中国国内を視察しました。帰国後、金正日は中国指導部について「修正主義者」だと批判しました。このことが中国指導部に極秘裏に伝えられ、鄧小平は激怒し、金正日を「黄嘴郎(嘴の黄色い青二才)」と呼び、「金正日のために北朝鮮は存亡の危機に瀕するかもしれない」と嘆いたと言われています。

 

 現在で言えば、金正恩が「黄嘴郎」であり、習近平は鄧小平と同じ立場にあり、「青二才である金正恩には困ったものだ、北朝鮮は潰れるぞ」と嘆いていることでしょう。それでも改善の傾向があります。金正恩は習近平との会談中に熱心にメモを取りながら話を聞いていたということです。また、金正恩が北京の駅に着いた際、出迎えたのは序列5位、中国共産党中央政治局常務委員である王滬寧(おうこねい、ワン フーニン、1955年―)中央書記処書記・中央精神文明建設指導委員会主任でした。王滬寧は中国屈指の戦略家としてヘンリー・キッシンジャーにも擬せられる人物で、習近平の側近です。

 

私は王滬寧が北京滞在中の金正恩に最新の世界情勢の情報と分析を教え、また、経済再建のための方策、権威主義的開発独裁について講義を行ったのではないかと考えています。そこで、「大変なことになるので、きちんと対応してほしい、経済発展も中国モデルを教えるから」ということになったのだろうと思います。

 

 金正恩としては、アメリカだけではなく中国からも体制保障を引き出し、二重の保険を掛けるということをやりたかったのだろうと思います。ただ、アメリカは前提条件なしで核兵器の放棄を迫るでしょう。核兵器の放棄に見返りを与えるという前例が出来てしまうのは好ましくありません。

 

 金正恩としてはアメリカからは核兵器放棄に伴う体制保障、中国からは体制保障と経済援助を引き出して、自身の支配体制を盤石なものにしたいと考えているのではないかと思います。そのためには恭順の意を示し、自分から戦争を仕掛けることはしないということを改めて中国側に確約したのだろうと思います(北朝鮮が戦争を始める場合には中国は支援しない)。

 

 習近平はアメリカに会談の様子を詳しく伝達したようです。アメリカは前提条件なしの核兵器放棄をさせて、その後のことは中国とロシア、韓国に任せるということになるのだろうと思います。ただ、北朝鮮がアメリカに対して何らかの前提条件を求めるとなると、交渉は決裂ということになるでしょう。

 

 朝鮮半島情勢は5月まで目が離せません。

・過去中国が国際的なイヴェントを開催した時に北朝鮮はミサイルを発射し、中国政府をイライラさせたが、党大会と全人代開催中、北朝鮮は静かだった。

 

・中国と北朝鮮は「唇亡歯寒」(毛沢東)と形容されるくらいに緊密で相互依存関係にある。

・中国は北朝鮮の輸出の90%を占めている。

・1961年の中朝友好条約には相互防衛上皇が存在する、現在では北朝鮮が攻撃を受けた場合に中国が援助するということになっている。北朝鮮が戦争を始めた場合には中国は支援しないことになっている。

・中国にとって北朝鮮は韓国龍柱米軍3万人に対する有効な緩衝材となっている。

 

・中朝首脳会談をアメリカ政府はどのように解釈すべきか?

・北朝鮮と中国はこれからも長期的な戦略目標を共有する。

・中朝両国とも金正恩体制の崩壊を望んでいない。

・中朝両国ともにアメリカが北東アジア地域の同盟諸国からの米軍撤退を望んでいる。

・北朝鮮政府の考える「朝鮮半島の非核化」はアメリカ政府が求める核兵器の「完全な、照明付きの、再開できない」廃棄ではない。

・北朝鮮の求める朝鮮半島の非核化は北朝鮮が核兵器の廃棄をする代わりに、朝鮮半島から「核兵器による盾」を除去することである。これは中国政府の目的にも適う。

 

・これからの数カ月は予測不能でかつ重要だ。習近平は金正恩からの招待を受けて北朝鮮を訪問することを承諾した。

・金正恩が非核化をしたいとのべているが、これはアメリカが支払いたくない代償を支払った後に行うというものである。

 

・これからの状況は4月末の南北首脳会談にかかっている。

・南北首脳会談で穏健な前提条件を基礎にしたしっかりとした中身の非核化に関する声明が出れば、これがトランプ政権に対して北朝鮮と交渉が出来て生産的な結果を得られる道を進むことが出来るということを示すものとなる。

・生産的な道のりを進むことが出来れば、アメリカ政府が求める北朝鮮の核兵器の「完全な、照明付きの、再開できない」廃棄と破滅的な核戦争を回避できる。

Why Did Kim Jong Un Just Visit China?

His surprise visit to Beijing underscores China’s influence.

For months, China seemed to be a side player as relations improved between North Korea and South Korea. Kim Jong Un, the leader of North Korea, kicked off the year with an address celebrating the completion of his nuclear deterrent after months of boasting about his increasing nuclear capability. In his speech, he also expressed interest in North Korea’s participation in the Winter Olympics. That, in turn, provided Moon Jae In, the president of South Korea, with the diplomatic opening he sought. What followed: an exchange of conciliatory gestures at the Winter Olympics in PyeongChang, which set the stage for a meeting in Pyongyang between Kim and a team of South Korean envoys. Those same envoys then presented an invitation from Kim to meet with President Donald Trump, who had threatened North Korea’s total destruction; Trump immediately accepted. Seoul, it seemed, was in control of the fate of the Korean Peninsula.

 

Then, on Monday, speculative reports observed that an armored train from North Korea was en route to Beijing. Eventually, state media in China and North Korea confirmed that the visitor aboard the armored mystery train from North Korea to Beijing was none other than Kim Jong Un. For the first time in his six-year reign, Kim had finally left North Korean soil to meet the leader of his country’s oldest benefactor, China. During the visit, Kim reportedly told Xi Jinping, the president of China, what he had told South Korea’s presidential envoys: that he was ready to talk to the United States about his nuclear weapons. “It is our consistent stand to be committed to denuclearization on the peninsula, in accordance with the will of late President Kim Il Sung and late General Secretary Kim Jong Il,” Kim was quoted as having said, according to Xinhua.

 

The Beijing meeting showed that whatever may come of the upcoming inter-Korean and North Korea-U.S. summits, China will not be a peripheral player. Xi Jinping, fresh out of the National People's Congress with an open-ended mandate as president of the People’s Republic, has flung himself into international diplomacy with gusto.

 

After news of the Xi-Kim meeting broke, one of the obvious questions was: Why now? (For comparison: Kim’s father, Kim Jong Il, also waited six years before leaving North Korea to engage the outside world.) Kim likely just needed time. After eliminating his rivals, consolidating power, and achieving what he likely saw as the completion of a sufficiently credible nuclear deterrent, Kim finally felt ready to go abroad. Recent events also suggest that the Beijing-Pyongyang relationship, which is often strained, is on the mend. North Korea withheld from any ballistic missile provocations during China’s 19th Party Congress. Kim also congratulated Xi both after the Party Congress and the recently concluded National People's Congress. In the past, by contrast, North Korea launched missiles as China held a range of significant international events, embarrassing and annoying Beijing.

 

But no matter the tensions of the moment, China and North Korea are as close and interdependent as “lips to teeth,” as Mao Zedong put it. Whatever the temporary hiccups in their relationship, China accounts for 90 percent of North Korea's external trade, giving it extraordinary leverage over Pyongyang. The two countries also share a tight historical bond: Chinese soldiers fought, bled, and died on North Korean soil during the Korean War. Their 1961 Treaty of Friendship includes a mutual defense article—one that is thought to only apply now in the case that North Korea is attacked by an aggressor. (China would not back North Korea should it initiate a war.) Finally, for China, North Korea represents a useful buffer, separating it from the nearly 30,000 U.S. troops based on South Korean soil. Kim’s time with Xi underscored the unshakeable bond between Beijing and Pyongyang.

 

How should Washington interpret the Beijing meeting? For one thing, it should make abundantly clear to the Trump administration that, no matter what, North Korea and China will continue to share long-term strategic objectives. Neither country wants to see the end of the Kim regime, and both Beijing and Pyongyang seek to evict the United States from its alliances in Northeast Asia. It’s also worth remembering that Pyongyang’s interpretation of a “denuclearized Korean Peninsula” is not one where its arsenal has been “completely, verifiably, and irreversibly” dismantled as Washington would like, but one where it gives up its weapons in exchange for the United States withdrawing its nuclear shield from the Peninsula and leaving altogether. This would comport well with Chinese objectives.

 

The next few months are unpredictable and critical. Xi has accepted an invitation from Kim to visit North Korea. Meanwhile, the White House remains in chaos, anticipating the arrival of John Bolton as Trump's new national security advisor. Bolton, infamous in North Korea for his disinterest in good-faith diplomacy and disarmament talks, could leave the U.S.-North Korea summit dead on arrival, potentially paving a dangerous path for the president toward conflict.

 

Trump, meanwhile, said in a tweet on Wednesday that he believes there is a “good chance” that Kim will denuclearize and give him a foreign policy win that evaded his predecessors. He attributes Kim’s willingness to talk to his “maximum pressure” campaign. But Kim’s post-New Year’s overture is one borne of a position of strength, not weakness—something the White House must recognize. When Kim tells Trump that he’s willing to denuclearize, he’ll likely follow that up with a price that the United States should not be willing to pay.

 

Much will depend, too, on the success of the late-April summit between Moon and Kim. If this meeting produces a concrete statement on denuclearization, with moderate preconditions, it could show the Trump administration that there may be a productive path forward with North Korea. Where might this path lead? To a destination somewhere between “complete, verifiable, and irreversible denuclearization” and a disastrous nuclear war.

 3月25日から28日にかけて北朝鮮の最高指導者である金正恩朝鮮労働党委員長が中国・北京を非公式訪問し、中国の習近平国家主席と会談を行いました。

 

 ジョン・ボルトンが大統領国家安全保障問題担当補佐官になったことで北朝鮮側、そして中国側に焦りが出ているように感じました。今回の訪問は習近平国家主席の招待を受けてということになっていますが、これは中国が北朝鮮問題はあくまで中国の問題であるということを示したかったのだろうと考えられます。

 

金正恩は中国と関係の深かった叔父である張成沢を粛清して中国との関係を悪化させましたが、背に腹は代えられぬということで、訪中したということでしょう。指導者として初めての外国訪問の訪問先を中国にしたということも中国のメンツを立てるという意味もあるでしょう。

 

 新華社通信では会談の内容について詳細に報じていますが、中朝の親善関係の称賛と確認、更なる発展を目指す、ということが何度も話されています。また、金正恩はアメリカと韓国が北朝鮮の努力に対して適切に対応したら、朝鮮半島の非核化を進めることが出来ると述べています。習近平国家主席は政治的安定と平和ということをひたすら述べています。

 

 私が注目したいのは、今回の金正恩の訪中に際して、同行した人々、アテンドした人々です。中国側は政治局常務委員ではなく、習近平の側近たちと外交関係の責任者がアテンドしたようです。同時期にアメリカ連邦議会の議員訪問団が訪中しており、こちらには李克強国務院総理が対応したようです。

 

 北朝鮮側では金正恩の側近たちが随行したようです。金正恩の妹金与正朝鮮労働党副部長の名前は新華社通信の報道にはありませんでした。配偶者である李雪柱氏は同行していたのは写真で確認できます。以下にそれぞれの名前を挙げます。肩書以外の説明は私が付けました。

中国国営新華社通信は、金正恩が習近平と複数回にわたり会談を持ったと伝えている。

 

北朝鮮の最高指導者金正恩は、アメリカと韓国と提携して非核化を進めたいという希望を持っていると語ったと伝えられている。

 

今月初め、トランプ大統領は金ジョンウンと会談しても良いと述べ、5月の会談に関していくつか計画が存在する。

 

トランプと金正恩はこれまでけなし合ってきたが、首脳会談の発表があってからは、金正恩はミサイル実験を停止したいと述べた。

 

来月、北朝鮮と韓国との間でいくつかのレヴェルで対話が行われる予定になっており、今回の訪中はその前に実行された。

BEIJING, March 28 (Xinhua) -- At the invitation of Xi Jinping, general secretary of the Central Committee of the Communist Party of China (CPC) and Chinese president, Kim Jong Un, chairman of the Workers' Party of Korea (WPK) and chairman of the State Affairs Commission of the Democratic People's Republic of Korea (DPRK), paid an unofficial visit to China from Sunday to Wednesday.

 

During the visit, Xi held talks with Kim at the Great Hall of the People in Beijing. Xi and his wife Peng Liyuan held a welcoming banquet for Kim and his wife Ri Sol Ju and watched an art performance together.

 

Li Keqiang, Chinese premier and member of the Standing Committee of the Political Bureau of the CPC Central Committee, Wang Huning, member of the Standing Committee of the Political Bureau of the CPC Central Committee and member of the Secretariat of the CPC Central Committee, and Chinese Vice President Wang Qishan attended related activities, respectively.

 

During the talks, Xi expressed warm welcome on behalf of the CPC Central Committee to Kim for his first visit to China.

 

Xi said he appreciated that Kim sent him a congratulatory message after the 19th CPC National Congress on his re-election as general secretary of the CPC Central Committee and the assumption of office of chairman of the CPC Central Military Commission (CMC).

 

Xi was also grateful to Kim for congratulating him again several days ago immediately after he was re-elected China's president and chairman of the CMC of the country.

 

Xi said Kim's current visit to China, which came at a special time and was of great significance, fully embodied the great importance that Comrade Chairman and the WPK Central Committee have attached to the relations between the two countries and the two parties.

 

"We speak highly of this visit," Xi told Kim.

 

For his part, Kim said a series of major and happy events have taken place consecutively in China recently, as the 19th CPC National Congress was held victoriously last year, and the annual sessions of the National People's Congress and the National Committee of the Chinese People's Political Consultative Conference were successfully held not long ago.

 

Kim said Comrade Xi Jinping enjoyed the support of the CPC and the people of the whole country, became the core of the leadership and was re-elected Chinese president and CMC chairman. He said it is his obligation to come to congratulate Xi in person, in line with the DPRK-China friendly tradition.

 

At present, the Korean Peninsula situation is developing rapidly and many important changes have taken place, Kim said, adding that he felt he should come in time to inform Comrade General Secretary Xi Jinping in person the situation out of comradeship and moral responsibility.

 

Xi said the China-DPRK traditional friendship, established and cultivated meticulously by the elder generations of leaders of both parties and both countries, was the precious wealth of both sides.

 

Sharing common ideals and beliefs as well as profound revolutionary friendship, the elder generations of leaders of the two countries trusted and supported each other, and wrote a fine story in the history of international relations, said Xi.

 

He said several generations of the leaders of China and the DPRK have maintained close exchanges and paid frequent calls on each other like relatives.

 

The two parties and countries have supported each other and coordinated with each other during long-term practices, making great contributions to the development of the socialist cause.

 

"Both Comrade Chairman and I have personally experienced and witnessed the development of China-DPRK relationship," said Xi, adding that both sides have stated repeatedly that traditional China-DPRK friendship should be passed on continuously and developed better.

 

"This is a strategic choice and the only right choice both sides have made based on history and reality, the international and regional structure and the general situation of China-DPRK ties. This should not and will not change because of any single event at a particular time," Xi said.

 

The CPC and the Chinese government highly value China-DPRK friendly cooperative ties, Xi stressed. It is an unswerving principle of the CPC and the Chinese government to maintain, consolidate and develop good relations with the DPRK, he said.

 

"We are willing to work together with DPRK comrades, remain true to our original aspiration and jointly move forward, to promote long-term healthy and stable development of China-DPRK relations, benefit the two countries and two peoples, and make new contribution to regional peace, stability and development," Xi said.

 

Xi made four proposals concerning the development of China-DPRK relations.

 

Firstly, continue giving play to the guiding role of high-level exchanges. High-level exchanges have always played the most important guiding and promoting role in the history of China-DPRK relations. Under the new circumstances, I am willing to keep frequent contacts with Comrade Chairman through various forms such as exchange of visits, and sending special envoys and letters to each other.

 

Secondly, make full play of the time-tested valuable practices of strategic communication. It is the splendid tradition of the two parties to have frequent in-depth exchange of views on major issues. Both sides should maximize the important role of party-to-party exchanges, promote exchanges and cooperation between the two countries in various areas, and strengthen communication and mutual trust.

 

Thirdly, actively advance peaceful development. Socialism with Chinese characteristics has entered a new era, and the DPRK's socialist construction has also ushered in a new historical period. We are ready to make joint efforts with the DPRK side, conform to the trend of the times, hold high the banner of peace, development, cooperation and mutual benefit, continuously improve the wellbeing of the two peoples, and make positive contribution to regional peace, stability and development.

 

Fourthly, cement the popular will foundation for China-DPRK friendship. The two sides should, through various forms, enhance people-to-people exchanges, consolidate the foundation of popular will for bilateral friendly relations, especially enhance youth exchanges, inherit and carry forward the fine tradition of China-DPRK friendship.

 

Kim said he was greatly encouraged and inspired by General Secretary Xi's important views on DPRK-China friendship and the development of relations between the two parties and countries.

 

The DPRK-China friendship, which was founded and nurtured by the elder generations of leaders of both countries, is unshakable, he said. It is a strategic choice of the DPRK to pass on and develop friendship with China under the new situation, and it will remain unchanged under any circumstances.

 

Kim said his current visit aims to meet Chinese comrades, enhance strategic communication, and deepen traditional friendship, hoping to have opportunities to meet with Comrade General Secretary Xi Jinping often, and keep close contacts through such forms as sending special envoys and personal letters to each other, so as to promote to a new level the guidance of high-level meetings to the relations between the two parties and countries.

 

The two sides informed each other of their respective domestic situation. Xi said the 19th CPC National Congress had drawn a grand blueprint for building China into a great modern socialist country in all respects -- building a moderately prosperous society in all respects by 2020, having basically achieved modernization by 2035 and building a great modern socialist country that is prosperous, strong, democratic, culturally advanced, harmonious, and beautiful by the middle of the century.

 

The CPC will lead the Chinese people of all ethnic groups in keeping on working with great determination and continuously striving for the realization of the Chinese Dream of national rejuvenation, Xi said.

 

"We have noticed that Comrade Chairman has led the WPK and the people of the DPRK in taking a series of active measures and scoring achievements in developing economy and improving people's wellbeing in recent years," Xi said.

 

The Chinese side expects political stability, economic development and people's happiness in the DPRK, and supports the WPK, led by Comrade Chairman, in leading the people of the DPRK to advance along the path of socialism, as well as the endeavors by comrades of the DPRK in developing economy and improving people's livelihood, Xi said.

 

Kim said, since the 18th CPC National Congress, the CPC Central Committee with Comrade Xi Jinping at the core has, with tremendous political courage and a strong sense of responsibility, developed new thinking and new ideas, put them into action, and solved many tough problems that were never resolved and accomplished many big things that were long on the agenda but never got done. These achievements fully proved that the lines of the CPC are correct lines that accord with the national conditions. In particular, Comrade General Secretary has put forward the requirements that the Party should exercise effective self-supervision and practice strict self-governance in every respect, which has contributed greatly to Party building and realized the overall Party leadership over all work. At present, the WPK is also intensifying its efforts in fighting against arrogance, bureaucracy and corruption.

The two leaders thoroughly exchanged views on the situation of the world and the Korean Peninsula.

 

Xi said that positive changes had taken place on the Korean Peninsula since this year, and China appreciates the important efforts made by the DPRK.

 

On the Korean Peninsula issue, Xi said that China sticks to the goal of denuclearization of the peninsula, safeguarding peace and stability on the peninsula and solving problems through dialogue and consultation.

 

China calls on all parties to support the improvement of inter-Korean ties, and take concrete efforts to facilitate peace talks, said Xi, noting that China will continue to play constructive role on the issue and work with all parties, including the DPRK, toward the thaw of the situation on the peninsula.

 

Kim said that the situation on the Korean Peninsula is starting to get better, as the DPRK has taken the initiative to ease tensions and put forward proposals for peace talks.

 

"It is our consistent stand to be committed to denuclearization on the peninsula, in accordance with the will of late President Kim Il Sung and late General Secretary Kim Jong Il," he said.

 

Kim said that the DPRK is determined to transform the inter-Korean ties into a relationship of reconciliation and cooperation and hold summit between the heads of the two sides.

 

The DPRK is willing to have dialogue with the United States and hold a summit of the two countries, he said.

 

"The issue of denuclearization of the Korean Peninsula can be resolved, if south Korea and the United States respond to our efforts with goodwill, create an atmosphere of peace and stability while taking progressive and synchronous measures for the realization of peace," said Kim.

 

The DPRK hopes to enhance strategic communication with China during the process, jointly safeguard the trend of consultation and dialogue as well as peace and stability on the peninsula, said Kim.

 

Before the talks, Xi held a welcoming ceremony for Kim at the North Hall of the Great Hall of the People.

 

After the talks, Xi and Peng held a welcoming banquet for Kim and Ri. While delivering an address, Xi said that in the beautiful season of spring when everything is coming back to life, the unofficial visit of Comrade Kim Jong Un and Lady Ri Sol Ju to China is of great significance for the two countries to deepen communication, strengthen coordination and promote cooperation, and will push the relations between the two parties and the two countries to a new high in the new historical phase, as well as make important contributions to pushing forward the peace, stability and development in the region.

 

Xi said he had candid and friendly talks with Chairman Kim Jong Un. "We agreed that carrying forward the traditional friendship between China and the DPRK accords with the common interests of both sides, and is the common strategic choice of both sides."

 

"No matter how the international and regional situation changes, we will both firmly grasp the global development trend and the overall situation of the China-DPRK relationship, strengthen our high-level exchanges, deepen our strategic communication, expand our exchanges and cooperation, and benefit the people of both countries and the people of all countries," he said.

 

While addressing the banquet, Kim said that as the situation of the Korean Peninsula is undergoing unprecedented changes, he paid a swift visit to China, out of good wishes for promoting peace and stability on the peninsula, and carrying on and developing the DPRK-China friendship.

 

He said the fact that he chose China as the destination of his first overseas visit showed his will to carry forward the tradition of DPRK-China friendship, and how he valued the friendship between the two countries.

 

"I have had successful talks with General Secretary Xi Jinping on developing relations between the two parties and the two countries, our respective domestic situation, maintaining peace and stability on the Korean Peninsula, and other issues," he said.

 

"In this spring full of happiness and hopes, I believe my first meeting with General Secretary Xi Jinping will yield abundant fruits of DPRK-China friendship, and facilitate peace and stability on the Korean Peninsula," he said.

 

During the visit, Xi and Peng held a luncheon for Kim and Ri in the Yangyuanzhai Room of the Diaoyutai State Guesthouse. Xi said that the Diaoyutai State Guesthouse has witnessed the development of the traditional friendship between the two countries, and the close relations between leaders of the elder generations of the two parties and two countries "have set an example for us."

 

"We welcome Chairman Kim Jong Un and Lady Ri Sol Ju to visit China now and again," Xi said.

 

Kim said that the DPRK-China friendship is especially precious, adding he would like to join hands with Xi to follow the noble will of leaders of the elder generations, carry on and develop the DPRK-China friendship that remains unchanged despite winds and rains, and elevate it to a new high under new circumstances.

 ドナルド・トランプ米国大統領は次期大統領国家安全保障問題担当補佐官にジョン・ボルトンを指名しました。4月9日付で、ハーバート・R・マクマスター陸軍中将と交代します。マクマスターは補佐官辞任後に大将に昇進せずに退役するということになります。

 

 ボルトンの指名は外交関係者やアメリカ政治に詳しい人々を驚かせました。レックス・ティラーソン国務長官からCIA長官マイク・ポンぺオへの交代と併せて、トランプ政権の強硬姿勢を取ることを示すものです。

 

 ジョン・ボルトン(John Bolton、1948年―)は、歴代の共和党政権に参加しています。ドナルド・レーガン政権時代(1981―1989年)には米国国際開発庁と司法省に勤務しました。続く、ジョージ・HW・ブッシュ政権時代(1989-1993年)には国際連合担当国務次官補を務めました。ジョージ・W・ブッシュ政権時代(2001-2009年)には国務次官、2005年には米国国連大使を務めました。

 

 ボルトンはジョージ・W・ブッシュ政権の対外政策を牛耳ったネオコンの一人です。彼自身はネオコンと呼ばれることを嫌います。それは、ネオコンの第一世代が民主党員だった人たちが民主党に失望し共和党支持に転向した人たちであるのに対して、自分は一貫して共和党支持者であったということから、「転向者を源流とするグループに入れないで欲しい」という考えを持っているためです。しかし、外形的にはネオコンです。

 

 ネオコンはアメリカの価値観を世界各地に「輸出」し、世界中の国々を資本主義と民主政治体制の国々にすればアメリカに敵対する国はなくなるし、世界から戦争がなくなって平和になるという考えです。これは、共産主義を世界中に輸出しようとした旧ソ連の裏返し(ヨシフ・スターリンは一国社会主義建設を優先しましたが)ということが言えるでしょう。

 

 しかし、彼らはアメリカに友好的な非民主国家まで民主化しろとは言いません。ペルシア湾岸諸国や中央アジアには王政や独裁制の国々が多くありますが、それらの国々を攻撃して政権(体制)変更(転覆)しろとは言いません。あくまでアメリカに逆らう国々の政治体制を転覆させろということを主張します。

 

 2002年の一般教書演説で、当時のジョージ・W・ブッシュ大統領は、イラク、イラン、北朝鮮を「悪の枢軸(Axis of Evil)」と呼びました。そして、イラクには実際に侵攻し、サダム・フセイン政権を瓦解させました。フセインは最終的には死刑となりました。

 

 ブッシュ政権の後に成立したバラク・オバマ政権で起きたのがアラブの春です。アラブの春では偶発的な事件から反体制運動が北アフリカの国々で連鎖的に発生しました。この過程で、アメリカとヨーロッパに屈服し、大量破壊兵器とテロ活動を放棄していたリビアのムアンマール・カダフィが殺害されました。こうした動きを主導したのは、民主党内でネオコンのカウンターパートと言うべき、人道的介入主義派で、国務長官を務めていたヒラリー・クリントンでした。こうしたことは拙著『アメリカ政治の秘密』で明らかにしています。

 

 現在、悪の枢軸で残っているのはイランと北朝鮮です。北朝鮮に関しては急速な核開発を行い、アメリカにとって脅威となっています。それでも今年に入って、緊張緩和ムードになり、アメリカのドナルド・トランプ大統領と北朝鮮の金正恩国務委員長の首脳会談が開催されるということになりました。

 

 しかし、この開催の時期や場所がはっきりしない中で、国務長官がレックス・ティラーソンから現職のCIA長官だったマイク・ポンぺオに、大統領国家安全保障問題担当補佐官がハーバート・R・マクマスター陸軍中将からジョン・ボルトンに交代することになりました。ポンぺオもネオコンに近い人物であり、ネオコンによって対外関係の司令塔が独占されることになりました。トランプ大統領は常に2つの異なる考えを持つ人間たちをそれぞれ同様の力と権限を持つ役職に就けて、自分の考えを実行するときに2つの考えのうち、どちらかを選んで実行させるというやり方を取るということをやってきたと私は考えます。

 

 今回、国務省とホワイトハウスの対外関係部署をネオコンが抑えたということで、トランプ政権の対外姿勢は強硬になります。ボルトンは北朝鮮について強硬な主張をしていますので、緊張緩和ムードが大きく後退することになるでしょう。

 

 北朝鮮にしてみれば、ここで核兵器を手放すかどうかという決断を迫られますが、アメリカのこれまでの外交を考えると、核兵器を手放した時点で、金王朝は遅かれ早かれ崩壊させられるということを金正恩は考えるでしょう。手放してしまえば一時的な妥協が成立する(体制保障というアメリカの約束が反故にされる可能性が高い)、手放さなければまだアメリカがチキンゲームに負けて交渉に乗ってくる可能性がある(より良い条件で妥協が成立する可能性がある)となり、北朝鮮は核兵器を握りしめたままということになるでしょう。

 

 ボルトンは核兵器貯蔵施設や核開発関連施設に対する先制攻撃を主張しています。北朝鮮に対して先制攻撃であっても、先に攻撃をされてからの報復攻撃であっても、米軍が攻撃すれば、現在の北朝鮮の体制の転換というところまで進むことになるでしょう。

 

 ジョン・ボルトンの指名となってアメリカやヨーロッパでは、アメリカによるイランに対する攻撃があるのではないかという懸念の声が大きくなっています。イランに関しては、オバマ政権時代に核開発をめぐって合意が成立しました。しかし、ボルトンやポンぺオと言った人々はイランとの合意は失敗だったとしています。

 

 イランを怖がっているのはイスラエルで、核兵器を所有している両国間で戦争となれば核戦争まで行き着く可能性があります。イランがどれほどのミサイル能力を持っているのか分かりませんが、北朝鮮でもアメリカ本土に到達できるミサイルを開発できたとすると、イランも所有している可能性があると考えられます。北朝鮮もイランもロシアからの支援を受けているので、ある程度のミサイル開発技術をロシアからもらっているでしょう。

 

 中東での問題はより危険で複雑、ヨーロッパにも大きな影響を与えることから、トランプ大統領としては今の段階では関わりたくないでしょう。ですからボルトンとポンぺオの起用は対北朝鮮問題用のシフトということになります。

 

 私は北朝鮮問題が平和裡に解決できることを願っていますが、現実はその可能性が低くなっているのではないかと考えざるを得ない状況になっていると思います

ボルトンは北朝鮮に対する予防的先制攻撃を明確に求め、イランの体制を変更させるために爆撃することを主張し、アフガニスタンにおける無制限の米軍駐留を求めている。ボルトンはまた台湾に米軍を駐留させるなど中国に対してより強硬な姿勢を取るように求めてきた。

 

ジョージ・W・ブッシュ政権に参加したボルトンを含む共和党所属のネオコンサヴァティヴの人々は2003年にイラクの指導者サダム・フセインを追い落とすように主張した。しかし、他のネオコンの人々とは対照的に、ボルトンは民主政治体制と人権のようなアメリカの価値観を輸出することに関心を持ったことはこれまでほぼなかった。ボルトンはブッシュ政権において国務省高官と米国国連大使を務めた。

 

ボルトンはトランプ大統領と同様に国際的な取り決めを無視し、国際連合やヨーロッパ連合(EU)のような多極的な組織を見下し、政治的な敵を激しく非難している。ボルトンは回想録『ジョン・ボルトン:降伏は選択肢に非ず』の中で、EU官僚たちを「EUの病人たち」と繰り返し揶揄している。

 

ここ数週間、ボルトンが指名されるという噂が流れた。実際にボルトンの指名が発表されるとアメリカとヨーロッパの外交関係者たちは驚きと不安の声を発した。彼らはマクマスターの辞任とボルトンの就任によってアメリカは複数の争いに関与する道を進むことになるという懸念を持っている。

 

外交評議会(CFR)のマイカ・ゼンコは次のようにツイートしている。「ジョン・ボルトンはこれまでアメリカが戦ってきた全ての戦争を支持した。彼はアメリカが戦う際に何の制限もつけるべきではないと考え、イランと核武装した北朝鮮との体制転換のための戦争を支持している。恐ろしいことだ」。

 

4月初め、ボルトンは現在の大統領国家安全保障問題担当補佐官を務めるHR・マクマスター陸軍中将と交代する。マクマスターは辞任と引き換えに大将に昇進させてもらえるという噂が流れたが、実際位は中将のままで退役することになる。ホワイトハウスの関係者は今回の交代は「常に憶測を呼ぶティームではなく、実際に行動できる新しいティームを結成する」ためのものだと述べている。発足して1年ちょっとのトランプ政権で、ボルトンは3人目の大統領国家安全保障問題担当補佐官となる。

 

ボルトンの補佐官任命は連邦上院の承認を必要としない。ボルトンの指名によって、トランプ政権のタカ派的な姿勢が強まることになるだろう。トランプは大統領選挙期間中、アメリカの海外における冒険主義を制限するという公約を掲げた。しかし、トランプは大統領就任後、アメリカの外交政策に関してより軍事中心的なものとなっている。トランプと同じく、ボルトンはヴェトナムでの従軍を忌避するために進学をした。ボルトンはヴェトナム戦争を支持した。

 

これから世界各地の諸問題について見ていく。ボルトンの政策に関する主張はアメリカの外交政策を大きく変化させる危険性がある。

 

●イラン爆撃

 

ボルトンが大統領国家安全保障問題担当補佐官に指名された。ボルトンは長年にわたりイランに対する軍事行動を主張してきた人物で、そのような人物がトランプの側近となる。トランプは国務長官をレックス・ティラーソンからマイク・ポンぺオCIA長官に交代させた。このようにイランに対してタカ派的な態度を取る強硬派を運転席につけたのだ。

 

2015年のニューヨーク・タイムズ紙に掲載した論説のタイトルの中で、イランとの戦争を主張した。ボルトンは「イランの核爆弾を止めるために、イランを爆撃せよ(To Stop Iran’s Bomb, Bomb Iran)」と書いた。ボルトンはこれまでイスラエルが近隣諸国の原子力施設に対して予防的先制攻撃を行ってきたことを支持してきた。また、核兵器関連施設に対する軍事行動を主張してきた。更にはイランの政権を打倒するために反対派勢力を支援することも主張してきた。

 

ボルトンはイランの体制変更を強く主張してきた。ボルトンはイランの過激な反体制派グループであるムジャヒディン・ハルクを支持してきた。ムジャヒディン・ハルクはアメリカ政府からテロリスト組織として認定されている。それでもこの組織を支持している。ボルトンに2011年にブリュッセルで開催されたイヴェントに出席した。ボルトンはこのイヴェントでムジャヒディン・ハルクが掲げるイランの体制変更を「無条件に」支持すると語った。

 

2009年、ボルトンはイスラエルがイランに対して核兵器を使用することを支持した。ボルトンはシカゴ大学での演説中に次のように語った。「イスラエルがイランの核開発プログラムに対して核兵器を使用する準備をしていなければ、イランは近い将来、プログラムで開発した核兵器をイスラエルに対して使用することになるだろう」。

 

●北朝鮮

 

北朝鮮は核兵器とミサイル技術を急速に開発している。これを受けて、ボルトンは北朝鮮国内の核兵器を除去するために予防的先制攻撃を行うことを主張している。

 

先月、ボルトンは『ウォールストリート・ジャーナル』紙に寄稿した。その中で、ボルトンは北朝鮮への攻撃の時は今だと主張した。ボルトンは19世紀の砲艦外交を使いながら次のように書いている。「危機はすぐそこまで迫っている。北朝鮮に関するアメリカの諜報不足という点からも考えて、私たちは攻撃開始を引き延ばすべきではない。攻撃を引き延ばせば北朝鮮はアメリカ本土を確実に攻撃できる核兵器を開発してしまう危険がある。それは現在よりも更に危険な状態となる」。

 

このような攻撃は北朝鮮の韓国や東アジア地域の展開する米軍基地に対する報復攻撃を誘発することになるだろう。米軍関係者は北朝鮮の報復攻撃によって数千名規模のアメリカ人が死亡し、ここ数十年では見られなかった規模の戦争が起きるだろうと警告している。

 

ボルトンの予防的先制攻撃という強い主張がトランプ大統領と北朝鮮の指導者金正恩との朝鮮半島の非核化について話し合う最高首脳会談の開催計画とどれほど一致するのかについては明確にはなっていない。昨年、ボルトンは北朝鮮との直接交渉を「オバマ政権時代の政策の継続」だと批判した。

 

●中国

 

ボルトンに対しては中国政府から疑念の目で見られている。ボルトンは台湾の自己決定を強く主張しており、トランプ政権に対して、これまでアメリカ政府が堅持してきた「一つの中国」政策を見直すように主張してきた。ボルトンはまた台湾に対するアメリカらの武器売却を増加させるように求めている。更にはアメリカ軍の台湾駐留も主張している。これは、ダグラス・マッカーサー元帥の掲げた中国沿岸の「不沈空母」という考えを思い出させる。

 

対照的に、中国政府は国交を開封したニクソン政権以来、アメリカとの国交に関して「一つの中国」政策は交渉の余地のない要素だと考えている。

 

今週、中国の習近平国家主席は中国の領土を「1インチでも奪われないように」防衛するという印象的な演説を行った。彼の語った中国の領土には台湾も含まれている。

 

●イスラエル

 

ボルトンはイスラエルに対して全面的な支持を与えることが予期される。マクマスターは保守派の一部からイスラエルに対して十分に支持していないという激しい非難を受けていた。元イスラエル米国大使ダン・ジラーマンはある時、ボルトンを「イスラエルにとっての秘密兵器」と形容した。

 

●国際機関

 

ボルトンはアメリカにおいてマルタイカルチュアニズムに対して厳しい批判を行う人物の一人だ。また、アメリカの武器制限条約への参加やアメリカの軍事能力を制限することになるだろう国際的な協定について繰り返し疑問を呈している。ボルトンは西サハラ領有権・独立問題に関して国連から交渉担当として派遣されたことがある。彼は国連について発言し、その発言が有名になった。ニューヨークにある国連の書記局ビルは38階建てだ。もしその10階分が失われてもこれまで変わらずに業務は行われることだろう」。

 

回想録の中でボルトンは次のように書いている。「国際刑事裁判所を創設するためのローマ規定に“署名をしない”となった時が国務省時代で私が最も幸福な日であった。私はコリン・パウエルに子供の時のクリスマスの日のようにウキウキした気分だと言った」。

 

ボルトンの国際条約に関する姿勢はトランプ大統領とほぼ同じだ。ボルトンはかつ手口のように語った。「条約はアメリカの目的にかなうときにだけ法律と同様の効力を持つ。国際的な状況においては、条約は法的な強制力を持つものではなく、単純に“政治的な”ものとなる」。

 

ボルトンは国際秩序の擁護者たちに対して最大級に見下している。EUと国務省の官僚たちを特に見下している。ボルトンは彼らについて背骨がないふにゃふにゃしていると非難している。

 

ボルトンは回想録の中で次のように書いている。「病気のようなEUの外交官たちの間で広がっているのが道徳的な優位性など存在しないという考えだ。これは高学歴者が陥りがちな病気のようなものだ。感染力が強いもので、国務省の官僚たちが感染しつつある」。

 アメリカでは喜ばしいことに、国務省とUSAIDの予算削減をトランプ大統領は提案していますが、予算を決める連邦議会では削減を止めさせようという動きもあります。この動きは民主、共和両党にあります。また、元米軍の司令官クラスの人々も予算削減に反対し、懸念を表明しました。

 

 国務省、USAID、米軍は「世界中にアメリカと同盟諸国に対する様々な脅威が存在する」ということを理由にして多額の予算を分捕ってきました。そして、世界各国の政治に介入し、それらの国々を不幸にしてきました。日本もその中に入っています。日本の場合は、それに加えてお金の貢がされ係をやらされています。米国債の購入と為替市場への介入を通じて日本のお金をアメリカに貢いでいます。

 

 国務省の予算に関しては各国にある大使館や政府機関の出先の保護のために4割以上が割かれ、外交に使われているのが55%だということです。大使館の警備はアメリカ海兵隊が行っていますが、警備に対する予算が増えるということは海兵隊の仕事と予算が増えるということです。ですから、国務省の予算が減らされ、対外活動が減らされると海兵隊の食い扶持が減るということになります。

 

 米軍の大将クラスだった人々が連名で国務省とUSAIDの予算削減に反対しているのは、こうしたこともあってのことでしょう。また、アメリカが対外活動を行えば衝突や摩擦が起き、それを解決するために米軍が出るということになります。従ってアメリカの対外活動が減れば、米軍が今のような巨大な組織である必要もなくなる訳ですが、そうなれば、米軍の食い扶持や予算は減らされるということになります。国務省と米軍は一蓮托生な訳です。

 

 ですが、アメリカは既に力を失いつつあります。いつまでも膨大な数の米軍を外国に置いておくことはできませんし、米軍にかかる莫大な予算を支えられなくなっています。こうして帝国は衰退していくのでしょう。

国務省と米国国際開発庁(U.S. Agency for International Development、USAID)は先週民主、共和両党の間で成立した予算をめぐる合意を受けて、大幅な予算カットに直面している。先週の合意によって政府機関の閉鎖は終了した。連邦議会議員たちは税収不足を埋める更なる財源を探して苦闘している最中だ。

 

約88億ドルの税収不足を補うために、アメリカの外交団と国際開発プログラムに対して、1990年代以降で最大の予算削減が課されることになるだろう。与作削減によって国務省の士気の低下が起こり、外交官たちは「ドナルド・トランプ大統領は外交に対して熱心ではないのだ」と認識するようになっている。

 

民主、共和両党の連邦議会議員たちは国務省に予算をつけようと必死になっている。一方、トランプ政権の幹部たちは国務省の予算に関する議論には参加していない、と連邦議会関係者は語っている。

 

国務省と米国国際開発庁(USAID)の予算不足は2018年度、更には2019年度の各事業に影響を及ぼす。連邦議会の指導者たちとホワイトハウスとの間で先週に成立した予算に関する合意によって政府機関の閉鎖の長期化を避けることが出来た。合意は2018年度と2019年度の支出レヴェルを設定することで締結された。しかし、予算に関する合意によって米軍予算は増加したが、海外緊急活動作戦(Overseas Contingency Operations)における非防衛関連予算は削減された。海外緊急対応作戦予算の3分の1はこれまで国務省とUSAIDの予算として供給されてきた。

 

その結果、2018年の政府予算における国務省予算を増額させる方法を探すのに数週間残っていないという状態になった。2019年の予算に関しても同様のことが起きるであろう。

 

一方、トランプ政権は月曜日、2019年の連邦政府予算要求を提出することになる。2019年の予算に関して、ホワイトハウスは国務省の予算を削減するのかどうかは明確になっていない。

 

2018年の外交関係予算が削減される可能性が高いという観測を受けて、151名の退役した将官クラスの高級軍人たちが共同して懸念を表明した。この中には陸軍、海軍、空軍、海兵隊、特殊部隊の司令官クラスだった人物たちが多数含まれている。彼らは、「アメリカの国家安全保障に対する世界規模での脅威が高まっている中で、このような予算削減を行うとアメリカの世界に対する影響力が落ちてしまう」という警告を発した。

 

元将官たちが連邦議会の指導者たちに宛てた書簡の中には、「私たちは現在のような不安定な時代において世界をリードする能力を減退させることはすべきではない」という文言もある。この書簡は「USグローバル・リーダー・シップ・コアリション」という組織によって出された。この組織は、軍部、ビジネス、宗教各界に、国務省とUSAIDを支持することを求めるために活動している。

 

高級将官であった人々は、重要な外交職の多くが空席になっていることに懸念を表明し、また、「アメリカの安全を維持するために国防と共に外交と開発援助を強化することが重要だという確信」を持っていることを表明した。

 

イスラム国が戦場で敗北を喫している状況下で、イラクとシリアにおけるアメリカの外交と両国の再建支援は特に重要度を増している、と元将官クラスの人々は主張している。彼らは次のように書いている。「ISISに対して軍事的に優勢になっているが、疑問なのは戦場で勝ち得た勝利を守る準備が出来ているのか、悪者たちが空白に這いこまなうように防げるかどうかということだ」。

 

国務省の予算を2017年並みに戻すために、連邦議員たちはこれから難しい決断をしなければならないだろう。彼らは国内の他の優先問題と折り合いをつけねばならない。連邦議会両院の予算委員会は、2018年の予算において630億ドルの一任された予算を分割することになるだろう。しかし、約210億ドルは医療研究、対麻薬研究、退役兵士やその他に分野に投じられることになる。

 

連邦上院外交委員会の民主党側幹部委員であるボブ・メネンデス連邦議員(ニュージャージー州選出)は、金曜日書簡を発表した。書簡の中で、メレンデス議員は同僚議員たちに向けて、国務省とUSAIDの予算を現在のレヴェルに回復させるように予算を見直すことを求めた。

 

メネンデス議員は次のように書いている。「アメリカは世界各地で複雑化した多くの問題に直面している。この世界はアメリカの確固とした指導力を必要としている。国際問題に関連する予算はこうした必要に応えるものとならねばならない」。

 

本誌が入手した書簡は、リンゼイ・グラハム連邦上院議員(サウスカロライナ州選出、共和党)とパトリック・リーリー連邦上院議員(ヴァーモント州選出、民主党)宛であった。2人は、国務省の予算を監視する連邦上院歳出小委員会の委員長と民主党側幹部委員だ。

 

予算に関する議論をフォローしているあるロビイストは次のように語っている。「安全保障支援から伝染病や飢饉対策までアメリカは関わっている。これらに関する予算が大幅に削減されるとアメリカの外交と国際援助プログラムに大きな影響が出るだろう」。

 

国務省の報道官は本誌の取材に対して次のように述べた。「国務省は2018年度の超党派の予算案について特定のコメントをする立場にない。私たちは、決定者たちが政府に対する予算の配分をするであろうと認識している」。

 

国務省の予算の中で実際に外交に使われている金額について正確に伝えられていない。世界各地の米国大使館の警護にかかる経費は増大し続けている。この経費は国務省全体の予算の中で割合を大きくしている。司法省、国土安全保障省、その他の連邦政府機関が世界各国にある米国大使館で業務を行っているのがその理由となっている。そして、国務省はこれらの帰還の保護のために予算を使わねばならなくなっている。

 

アメリカ外交協議会のデータによると、2008年、国務省は「外交と領事プログラム」関連予算の17パーセントを警備に使っていた。2018年の予算請求の中で、警備関連予算は「外交と領事プログラム」予算の45パーセントを占めるまでになっている。「外交と領事プログラム」の予算の55パーセントだけが実際の外交に使われることになる。

 

USグローバル・リーダー・シップ・コアリションの会長兼最高経営責任者リズ・シュレイヤーは「アメリカと同盟諸国は様々な脅威に直面している。アメリカ政府は世界から撤退することはできない」と語っている。

 

1年前、トランプ政権は国際問題に関連する予算の30パーセント減額を提案し、元高級外交官や軍人たちから激しく批判された。民主、共和両党の連邦議員たちはこの提案を退けた。

 

シュレイヤーは、連邦議会が今回の大きな予算カットに対して同様の反応をしてほしいと望んでいる。シュレイヤーは本誌の取材に対して、「私は、今度も前回と同様の大きなそして明確な反対の声が上がり、国務省とUSAIDに対して超党派の支持があるものと考えている」と述べた。
