2014年4月23日、アメリカのオバマ大統領が来日しました。ビル・クリントン元大統領以来の国賓待遇での来日ということになりました。オバマ大統領は日本、韓国、マレーシア、フィリピンの4か国歴訪アジアツアーを行う予定です。昨晩は、東京にあるミシュランの三つ星を獲得した超高級寿司屋の「すきやばし次郎」本店で非公式の、安倍晋三首相とオバマ大統領、キャロライン・ケネディ駐日米大使、佐々江賢一郎駐米日本大使が夕食会を開きました。
オバマ大統領は来日にあたり、日本の読売新聞のインタビューに書面で答える形で、尖閣問題などについて、発言しています。その内容な日本だけでなく、欧米でも注目されて、メディアは記事にしています。フィナンシャル・タイムズ紙(Financial Times)もその一つです。
フィナンシャル・タイムズ紙の記事の中で紹介された、オバマ大統領の発言や米政府の意向についてポイントフォームで紹介します。記事の中には次の6つのポイントが紹介されています。

①東シナ海にあり、日中間で争っている尖閣諸島は日米安全保障条約によってカヴァーされている。
②オバマ大統領はアメリカの大統領で初めて、尖閣諸島は日米の防衛同盟の一部に含まれることを認めた。
③オバマ大統領は読売ン新聞に対して書面で次のように回答した。「アメリカの政策は明確だ。尖閣諸島は日本によって行政が行われている。従って、日米安全保障条約第5条の適用範囲内にある。私たちは、尖閣諸島における日本の行政を行う、一方的な試みには反対する」

⑤オバマ大統領は、「争いは、威嚇と強制ではなく、対話と外交によって解決される必要がある」と発言した。
⑥また、オバマ大統領は、「日本が国際的な安全保障の維持においてより大きな役割を果たしたいという希望を持っていることを熱烈に歓迎するものだ」とも発言している。
⑦最後にオバマ大統領は次のように発言している。「私は、日本の安倍晋三首相が日本の国防力を強化し、私たちアメリカとの間で軍事面における協力関係を深化させようと努力していることを賞賛する。その努力には、集団的自衛(collective self-defense)の行使に関する既存の制限を見直そうとしている試みも含まれる」

オバマ大統領がアメリカの大統領で初めて、「尖閣諸島が日米安保条約第5条の対象になる」と明言しました。この種の発言はヒラリー・クリントン前国務長官もしていたので、いまさらといった感は否めませんが、日本の一部には「勝利」と捉え評価する動きがあるようです。日米安全保障条約第5条の条文は以下の通りです。
「第五条 各締約国は、日本国の施政の下にある領域における、いずれか一方に対する武力攻撃が、自国の平和及び安全を危うくするものであることを認め、自国の憲法上の規定及び手続に従つて共通の危険に対処するように行動することを宣言する。
前記の武力攻撃及びその結果として執つたすべての措置は、国際連合憲章第五十一条の規定に従つて直ちに国際連合安全保障理事会に報告しなければならない。その措置は、安全保障理事会が国際の平和及び安全を回復し及び維持するために必要な措置を執つたときは、終止しなければならない。」
日本が行政的に管理している尖閣諸島は日米安全保障条約の対象に含まれるというのは、考えてみれば当たり前の話です。日本の保守派は、この名言を中国に対してのヘッジとして使おうとしていると思われます。「尖閣に軍隊を送ったら、自衛隊だけでなく、米軍も出てくるんだぞ」ということだと思います。しかし、アメリカ軍は本当に出てくるのかどうか、たかだかいくつかの無人島を守るために危険を冒すだろうかという疑問は残ります。それは、クリミア半島をめぐるウクライナとロシアの争いとロシアの併合の事態の推移を見ていると、果たしてどうなのだろうかという思いに駆られます。
更に、「主権に関する争いにはアメリカは関与しないので、日中で話し合いで解決して欲しい、軍事力での解決は望まない」というのは、一番の無理難題です。主権争いに関してアメリカは関与しないということになると、中国は、「尖閣諸島の主権は中国にある」ということを証明するために、沿岸警備隊のパトロールを増やすことになるでしょう。そうなれば、偶発的な事件や事故が起きて、物理的な衝突が起きるということも考えられます。
オバマ大統領の発言があったからと言って、尖閣問題がすぐに解決することはなく、それどころか、かえって日中間の衝突の危険性が高まったのではないかとすら思えてしまいます。

Wednesday, April 23, 2014. Opening a four-country swing through the
Asia-Pacific region, Obama is aiming to promote the U.S. as a committed
economic, military and political partner, but the West's dispute with Russia
over Ukraine threatens to cast a shadow over the president's sales mission.
President Barack Obama has said the islands
in the East China Sea disputed by Tokyo and Beijing are covered by the US-Japan
defence treaty as he sought to use the first day of a trip to Asia to reassure
anxious allies in the region.
In an interview with a Japanese newspaper,
Mr Obama became the first sitting US president to acknowledge that his country
considered the islands – which Japan calls the Senkaku and China the Diaoyu –
to be part of the defence alliance between Washington and Tokyo.
His comments were clearly designed to show
support for Japan, Washington’s most important ally in the region, but
immediately prompted an angry response from China which says the US is trying
to encircle it.
“The policy of the United States is clear
– the Senkaku islands are administered by Japan and therefore fall within the
scope of Article 5 of the US-Japan Treaty of Mutual Co-operation and Security,”
Mr Obama said in written responses to the Yomiuri Shimbun newspaper. “And we
oppose any unilateral attempts to undermine Japan’s administration of these
islands.”
Mr Obama is spending a week in the region,
visiting Japan, South Korea, Malaysia and the Philippines. His trip comes at a
time of considerable uncertainty in the region about US staying power, which
has been prompted by the president’s public reverse over military action in
Syria, defence budget cuts and political gridlock that caused Mr Obama to
cancel an Asian trip last year.
The US says it is neutral in the
sovereignty dispute over the islands, which have become the subject of an
increasingly tense political battle in recent years, but recognises that Japan
has administrative control. Mr Obama’s comments come after several senior
officials said the islands were covered by the treaty.
Referring to China, which has used
coastguard ships and aircraft to reinforce its sovereignty claims, Mr Obama
said: “Disputes need to be resolved through dialogue and diplomacy – not
intimidation and coercion.”
The comments generated strong criticism in
China. A commentary by the official Xinhua news agency said changes to the
US-Japan alliance were part of “a carefully calculated scheme to cage the
rapidly developing Asian giant”.
Qin Gang, a spokesman for the Chinese
foreign ministry, said the US-Japan alliance was an agreement forged during the
cold war, and China was “firmly opposed to putting the islands” under the
treaty.
Mr Obama also used the interview to give a
carefully worded endorsement of the Japanese government’s plans to modernise
its military and to loosen some of the political and constitutional limits on
its operations.
“We have enthusiastically welcomed Japan’s
desire to play a greater role in upholding international security,” he said.
“I commend [Japanese] Prime Minister
[Shinzo] Abe for his efforts to strengthen Japan’s defence forces and to deepen
the co-ordination between our militaries, including by reviewing existing
limits on the exercise of collective self-defence.”
