 本日、アメリカのドナルド・トランプ政権が軍事予算を10%(約6兆円)も像が屈するという方針であることが報道されました。「アメリカが軍拡競争に参加して、最悪の場合には戦争になる」という懸念を示す論調が見られます。以下にその記事を貼ります。

アメリカのトランプ大統領は新政権として初めて示す2018年度の予算の編成方針について、公共の安全と安全保障を重視するとして国防費を大幅に増やす一方、その増加分をほかの省庁の予算の節約などで賄う方針を明らかにしました。政府高官は国防費の増加は前の年度と比べて10%、日本円で6兆円になるとしています。

 

アメリカのトランプ大統領は27日、ホワイトハウスで開いた全米の州知事との会合で、新政権として初めて、来月、議会に示す2018年度の政府予算の編成方針「予算教書」に言及しました。

 

この中で、トランプ大統領は「公共の安全と安全保障を基礎にした非常に強力な予算になる。消耗した軍を再建するため国防費を歴史的に増やす」と述べました。一方で、「増加分は連邦政府全般の大幅な節約と効率化を図ることにより相殺されるだろう」と述べ、国防費の増加分をほかの省庁の予算を減らして賄う考えを示しました。

 

アメリカの国防費は2017年度では海外での対テロ軍事作戦など臨時の費用を除いた予算の総額がおよそ5500億ドル(日本円にして60兆円余り)で、政府高官は2018年度の増加分は前の年度と比べて10%(日本円で6兆円)になるとしています。

 

大統領が示す予算教書は、10月から始まる次の会計年度に向けて、予算配分の権限を持つ議会に対する政府の要求をまとめたもので、トランプ大統領として、これまで主張してきたアメリカの軍事力の強化を目指す方針を改めて打ち出したかたちです。

 アメリカの軍事費は、現在のところ、大体6000億ドル(約66兆円)くらいという大変巨額なものです。軍事費の世界第2位から第10位(バーニー・サンダース連邦上院議員によれば第12位)までの国の軍事費を全部足しても、アメリカの軍事費よりも少ないのです。

 

 下にアメリカの軍事費と国家予算に関する表を掲載します。これによると、アメリカの軍事予算は国家予算の16%から約22%を占めるものとなっています。現在の日本は5%から6%で、総額は世界のトップ10に入ります。約5兆円という数字は、アメリカの10分の1以下の数字です。戦前の日本では軍事費が国家予算に占める割は低い時でも約17%、太平洋戦争末期には85%に達しました。大体30%台といったところでした。

アメリカの軍事費の総額は増加傾向にあります。ブッシュ政権であった2001年から2008年で、335億ドルから696億ドルまで増えています。これはテロとの戦いとしてアフガニスタンとイラクに侵攻したことが影響しています。その後、オバマ政権でも最初の数年間は増えていますが、2013年に10%の大幅なカットが行われています。その後は微増です。

 

 

 今回10%の増額ということになりますが、これは、上に掲載している表で言えば、2012年の段階にほぼ戻すということになります。これについて、昨年、『フォーブス』誌に掲載されていた記事に書いてあったことを思い出したので、以下に貼り付けます。

 

 以下の記事は昨年の11月の大統領選挙直前に出された記事で、トランプ大統領になれば軍事費は1兆ドル(約113兆円)にまで増大するという内容のものです。

 

 この記事のことを覚えていたのは、トランプがどのような予算を組むのかという予測をしている専門家たちの談話が紹介されており、その内容が重要だと思ったからです。この談話では、「トランプの防衛政策の多くはヘリテージ財団の提案が受け入れられている。そして、防衛費について2012年度のレヴェル(これはゲイツ予算[2006年から2011年まで国防長官を務めたロバート・ゲイツにちなむ])にまで戻すことをヘリテージ財団は提案している」と言われていました。

 

 このブログでもご紹介しましたが、昨年の8月、ヘリテージ財団がトランプ政権発足後に実務を行う人材を募集しているという記事が出ました。今回の軍事費増額では、ヘリテージ財団系の人材が動いたことが考えられます。

President-elect Donald Trump believes the the Obama administration has weakened the American military. He campaigned on a promise of greater security, particularly against terrorism; although the vast majority of military spending has nothing to do with anti-terrorism activities, that should translate into a whole lot of military spending, especially when coupled with the Reagan-legacy view of Trump’s party that defense spending is the most legitimate form of spending to stimulate the economy.

 

In his campaign, Trump called for 90,000 more Army soldiers, a 350-ship Navy, 100 more fighters, and strengthened nuclear and missile defenses. That sounds like detail, but it leaves out quite a bit.

 

The best pre-election analysis of the expected Trump budget came from William Hartung, a veteran and insightful analyst, who is at the Center for International Policy, drawing on Ross Harrison of the Center for Strategic and International Studies:

 

“What we do know is that Trump has been drawing many of his defense proposals from the National Defense Panel and the Heritage Foundation. Both of these organizations have advocated for returning the defense budget to the levels proposed in the FY 2012 budget request (the so-called Gates budget). Without any other details from the Trump campaign, I think this is a good ballpark estimate for what Trump is aiming for in terms of the defense budget. The FY 2012 request is about $800-900B higher over ten years than the most recent president’s budget request.”

 

The call for a 350-ship Navy gives a concrete clue. Cost figures on such a naval buildup are elusive. However, the Congressional Research Service (CRS) has compiled studies of the different kinds of ships in a 350-ship navy. They don't come cheap.

 

There would be increased spending on aircraft carriers and a big increase in attack submarines. In December 2008, the Navy signed a $14 billion contract with General Dynamics and Northrop Grumman to supply eight Virginia-class attack submarines. In round figures they might cost, in years to come, at least $2 billion apiece. The CRS study said that going to a 350-ship navy would mean 11 more of these. That’s $22 billion just on these subs. Congressional hawks – numerous and powerful – will pressure Trump to go that way.

 

And, Congress will be filling out, not cutting back, the Trump defense budget. Obama used his veto to balance defense and domestic spending.  That balance is dead. Moreover, there is bipartisan support for big defense spending. So in the Senate, while there might be a unified Democratic filibuster on some kinds of extreme domestic legislation, there would not be one in opposition to defense spending. The Armed Services Committees basically will have freedom for a massive spending spree.

 

Buckle your belts for a steep climb of defense spending. My rough estimate is it means an additional $500 billion to $1 trillion.

 しかし、今回の軍事費増額についてはもっと冷静に、また裏の意図を読み取らなければなりません。それは、「軍事力強化で戦争を行うというものではなく、外国への介入を止めて、より財源を軍隊に持っていき、人々を雇用し、アメリカ製の武器を購入するという公共事業を行う」というものです。

 

 下に、ロイター通信の記事を貼りました。この記事によると、今回の軍事費6030億ドルは前年の5840億ドルから3%の増額に過ぎず、これにインフレ率2.5%を考慮すると、増額は微増ということになります。また、ここで重要なのは、国務省の予算を30パーセント減らすということです。

 

 国務省の予算は年間500億ドル(約5兆5000億円)ですので、この30%というと、150億ドルになります。私は、これに加えて、米国国際開発庁(USAID)の予算である272億ドル(約3兆円)からも大幅に削減されると考えます。なぜなら、USAIDは、国務省と表裏一体の関係となって、アメリカの海外援助を取り仕切っていますが、これら2つの政府機関は、アメリカの外国介入の尖兵となっています。このことは、拙著『アメリカ政治の秘密』(PHP研究所、2012年)に詳しく書きましたので、是非お読みください。

 

 トランプは、先ほどの施政方針演説で「私の仕事は世界を代表することではなく、アメリカを代表することだ」と述べました。これは、アイソレーショニズム(国内問題解決優先主義)宣言です。その一環で、予算の組み替えを行い、介入主義の政策に使われる国務省(とUSAID)の予算を削り、軍隊に回す(これも一種の公共事業)としているのです。

Trump seeks 'historic' U.S. military spending boost, domestic cuts

President Donald Trump is seeking what he called a "historic" increase in defense spending, but ran into immediate opposition from Republicans in Congress who must approve his plan and said it was not enough to meet the military's needs.

 

The proposed rise in the Pentagon budget to $603 billion comes as the United States has wound down major wars in Iraq and Afghanistan and remains the world's strongest military power.

 

The plan came under fire from Democratic lawmakers, who said cuts being proposed to pay for the additional military spending would cripple important domestic programs such as environmental protection and education.

 

A White House budget official, who outlined the plan on a conference call with reporters, said the administration would propose "increasing defense by $54 billion or 10 percent." That represents the magnitude of the increase over budget caps Congress put in place in 2011.

 

But Mick Mulvaney, the White House budget director, said the plan would bring the Pentagon's budget to $603 billion in total, just 3 percent more than the $584 billion the agency spent in the most recent fiscal year, which ended on Sept. 30, 2016.

 

The rise would be slightly higher than the country's current 2.5 percent rate of inflation.

 

"President Trump intends to submit a defense budget that is a mere 3 percent above President (Barack) Obama’s defense budget, which has left our military underfunded, undersized, and unready to confront threats to our national security," John McCain, the Republican chairman of the Senate Armed Services Committee, said in a statement.

 

The defense boost would be balanced by slashing the same amount from non-defense spending, including a large reduction in foreign aid, the White House budget official said.

 

Trump does not have the final say on federal spending. His plan for the military is part of a budget proposal to Congress, which, although it is controlled by his fellow Republicans, will not necessarily follow his plans. Budget negotiations with lawmakers can take months.

 

McCain told reporters he would not vote for a budget with the slight military increase and thought it would face opposition in the Senate.

 

Trump told state governors at the White House his budget plan included a "historic increase in defense spending to rebuild the depleted military of the United States of America."

 

He said his proposal was a "landmark event" and would send a message of "American strength, security and resolve" to other countries.

 

BIG CUTS TO STATE DEPARTMENT

 

Officials familiar with Trump's budget blueprint said the plan would call for cuts to agencies including the State Department and the Environmental Protection Agency.

 

One official familiar with discussions over State's budget said the agency could see spending cut by as much as 30 percent, which would force a major department restructuring and elimination of programs.

 

The United States spends about $50 billion annually on the State Department and foreign assistance.

 

More than 120 retired U.S. generals and admirals urged Congress on Monday to fully fund U.S. diplomacy and foreign aid, saying such programs "are critical to keeping America safe."

 

Trump has vowed to spare middle-class social programs such as Social Security and Medicare from any cuts.

 

Nancy Pelosi, the top Democrat in the House of Representatives, said Trump’s plan to slash funding for federal agencies to free up money for the Pentagon showed he was not putting American working families first.

 

"A $54 billion cut will do far-reaching and long-lasting damage to our ability to meet the needs of the American people and win the jobs of the future," Pelosi said. "The president is surrendering America’s leadership in innovation, education, science and clean energy."

 

SHORING UP 'CHOKE POINTS'

 

An official familiar with the proposal said Trump's request for the Pentagon included more money for shipbuilding, military aircraft and establishing "a more robust presence in key international waterways and choke points" such as the Strait of Hormuz and South China Sea.

 

That could put Washington at odds with Iran and China. The United States already has the world's most powerful fighting force and it spends far more than any other country on defense.

 

About one-sixth of the federal budget goes to military spending.

 

Trump has said previously he would expand the Army to 540,000 active-duty troops from its current 480,000, increase the Marine Corps to 36 battalions from 23 – or as many as 10,000 more Marines – boost the Navy to 350 ships and submarines from 276, and raise the number of Air Force tactical aircraft to 1,200 from 1,100.

 

He has not said where he would place the extra hardware and forces or made clear what they would be used for. The United States has been shutting some of its military bases in recent years.

 

Trump has also said he would bolster the development of missile defenses and cyber capabilities. Last week, he told Reuters the United States had "fallen behind on nuclear weapon capacity." He pledged to ensure that "we're going to be at the top of the pack."

 このように読み解くと、トランプは決して戦争をしようとしているのではないということが分かります。

 

 また、トランプは、アメリカが抱えるアメリカの財政赤字、政府債務を何とかしたいと考えています。しかし、これが4年間(8年間)ですべてを帳消しにできる額ではありません。アメリカの連邦政府だけで20兆ドル(約2260兆円)も借金を抱えています。これに各州政府が発行している州債などを含むと、アメリカ全体の債務は20兆ドルの何倍になるか分かりません。5倍となると100兆ドル、約1京円という数字になります。

 トランプ氏の交渉により、最新鋭ステルス戦闘機F35は当初価格から15%程度安くなる見通し。一方、米メディアはトランプ氏が就任後1カ月弱で、フロリダ州の別荘への移動で1000万ドルの税金を使ったと分析。この金額はオバマ前大統領在任中の旅費の10カ月分に相当するとみられる。

 このアメリカの国債を買い支えているのが日本とアメリカです。以下の表をご覧ください。2016年末の段階で、日本は1兆908億ドル(約123兆2600億円)のアメリカの国債を保有しています。中国はそれより少し少ない1兆584億ドルを保有しています。日本だけでアメリカ連邦政府の借金の5%以上を占めていることになります。普通、これだけお金を貸してあげたら、借りている方からは丁寧に扱われるはずですが、「もっと払え、もっと出せ」と苛められている始末です。

 アメリカ政府はこの2000兆円ものをどうするか、少々インフレにしたり、ちまちま減らしていったり返済できるものではありません。ですから、借金を返せないと踏み倒すか、戦争で全てをうやむやにしてしまうしかありません。この時、一番に被害を蒙るのは日本です。ですから、そうならないために、アメリカの国債保有額を少なくしテイク実用があります。そのために、トランプと「交渉」せねばなりません。しかし、連日の国会でしどろもどろかつ、訳の分からないことを口走る安倍晋三首相にはできないことでしょう。ですから、私たちは立派な政治家を押し上げて指導者にしなければなりません。
